Toto Wolff believes Lewis Hamilton would have won the British GP had it not been for the safety car at the end of the race.

Hamilton caused great concern for the Ferrari cars in the dramatic final laps thanks to a clever strategy.

The seven-time world champion was in third and closing in on leader Carlos Sainz on newer tires when an Esteban Ocon problem forced the safety car in.

"The car performed today and we were in the fight for the win, which is quite encouraging," Wolff told .

"We had almost no kicks and the pace with medium tires was good. Without the safety car, he probably would have won the race."

Wolff admitted that Mercedes is not yet at a winning level, but its performance at Silverstone represented a big step forward.

"We were very close to winning and it would have been fantastic for him. I think we want to win races on merit, that would be great - and to be there fighting with them would be the goal."

"We also have a car that we can develop for next year. Today we started to flirt a little bit with the car for the first time."
