The German was summoned by the commissioners for his behavior at the drivers' meeting on Friday, with no specific details being released at first.
However, the commissioners have now explained what happened in the Red Bull Ring paddock.
"Sebastian Vettel left the drivers' meeting held at 19:30 on Friday, July 8, without permission and expressing frustration," the commissioners' decision document stated.
"Drivers are not free to leave whenever they want, this is a violation of attendance requirement."
"At this level, drivers are role models for everyone else around the world, and in the commissioners' opinion, Vettel did not meet the standards in this case."
Vettel will have to pay the €25,000 fine if he again violates Article 20.1 of the Formula One Sporting Regulations and/or Article 12.2.1 f) of the International Sporting Code throughout the season.
The explanation continued: "Subsequently, Vettel had a meeting with the race director, who informed the stewards of his unreserved apology and that they had a very constructive conversation covering the topics of the meeting and more.
"The commissioners determine that there was a violation that cannot go unpunished, but based on the race director's report, there are mitigating factors."
"Therefore, the commissioners order a fine of €25,000 which is suspended for the remainder of the 2022 season, subject to any violation of Article 20.1 of the F1 Sporting Regulations or Article 12.2.1 f) of the International Sporting Code."
