Russell's car was taken back to the pits by a truck after the accident on the first lap of the race.
The Mercedes driver was touched by Pierre Gasly before hitting Zhou Guanyu, who flipped over and went through the gravel box upside down.
The red flag was shown immediately and Russell stopped on the track. He said he was "surrounded" by other cars and had no grip on the hard tires.
"First of all, happy to see that Zhou is okay," the Briton told . "The accident was absolutely horrible."
"In the end, we took a risk by starting on hard tires because I made a mistake in qualifying".
"We were starting out of position and we thought that would give us the best chance in the race, but there was no grip. I was surrounded by all the cars, got a touch and hit the side of Zhou."
"I jumped out of the car to see if Zhou was okay, I saw the red flag immediately. When I got back to the car, for some reason I couldn't start it."
"So I ran back to the team to check, I asked the inspectors to leave the car. When I came back, the car was in the back of the truck."
"Apparently, you can't re-start when you get help, so it's frustrating because the car only had one flat tire. There is no doubt that we had the pace to get back to sixth place today."
