The Mexican was faster than Verstappen all weekend in Baku and made a perfect start, overtaking Charles Leclerc before the first corner.
However, after building a comfortable lead, Perez saw his teammate approaching and Red Bull eventually used orders to ensure that Verstappen overtook without a fight.
Christian Horner suggested that Perez's setup was better for qualifying, giving the Dutchman an advantage in the race. But Perez says he will talk to his engineers in Montreal to understand what exactly went wrong.
"For me, it was a frustrating day in parts, but when you have a disappointing day and still come in second, as well as doing the fastest lap, you can't say it's that bad," he commented.
"This car is really excellent on street circuits, so we are confident of another strong performance this weekend, keeping the good momentum going at the top."
"I will spend some time with my engineers understanding the race in Baku better in order to be able to get the most out of this weekend.
"We are going to Canada at a great time for the team. Scoring maximum points in Baku was a brilliant result for all of us and keeps us in the fight for both titles," Perez continued.
"It's good to be back in Canada, it's a circuit I like, and driving such a competitive car there will be fun."
